Result set meta-data

Currently the server always responds to the client with raw data - a sequence of field lengths and byte field representation. It's up to the client, based on intrinsic knowledge about tuple structure, to properly unpack and interpret that meta-data - whether it is an integer, a string, etc.
Provide a way for the client to request and obtain result-set meta-data, along with the result set itself.
