Implement a proxy for basic automatic failover.

Provide a standard toolkit for fail-over.
Since making a decision that a master is down is difficult, plug it out to an external module.
The job of the toolkit, however, should be to automate shutdown of the master and switch to a replica.

Perhaps we should provide a separate application for cluster management and make it the
first feature of this application.
