Support Ve-Vnfm reference point
ETSI Ve-Vnfm reference point include the interface of vnfm with vnf and ems.
There are several scenarios we need this reference point:
1. During VNF instantiation, vnfm need configure VNF.
2. After VNF instantiation finished, vnfm need notify EMS about VNF information.
3. Before/After scaling in/out, vnfm need notify EMS to make some business changes.
4. VNF need have interface to healing itself (respawn/rebuild) via vnfm.
5. Before terminating VNF, vnfm should notify EMS.
6. etc.
These scenarios are very useful in Telecom Cloud VNFs.
Some service providers also defines specification similar with ETSI Ve-Vnfm。
So, we need support this interface to make tacker easier integrate with other vnf vendors, and make tacker step into production.
