VNF rolling upgrade

As VNFs are the softwarized version of network functions, there are always needs for upgrades whether it is a bug fix or a new feature release. This blueprint is proposed to add rolling-upgrade mode for VNFs by leveraging Fenix [1] (rolling infrastructure maintenance, upgrade and scaling) and Heat [2] orchestration engine.

VNF rolling upgrade also has to employ a pre-upgrade checks mechanism follows [3].
