Support maintenance mode for VNFs and their policies

Currently, Tacker already supported the lifecycle management of VNFs. The problem is Tacker users can delete VNFs without any control mechanism. Moreover, some policies for VNFs such as auto-scaling and auto-healing. So it will expose a big challenge for VNF maintenance. NFV operators should have a mechanism to suspend policies like autoscaling when the VNF maintenance is in process.

First round will come up with VNF maintenance mode
For this, vnf db should add "protected" property. If users try to delete VNF instance, a warning "VNF is belong to other services" should be raised.
