VIM management reorganization

This blueprint aims at reorganizing VIM management functionality,
Tacker supports VIM management as VNFM and NFVO defined in ETSI NFV SOL. Tacker has its own implementation outside the standard scope, e.g. default VIM configuration and VIM register API.
Since these implementations may cause operational confusion, some implementations should be prevented by the configuration-file and others should be abolished.
