Update the version of Kubernetes/Helm/Prometheus

Tacker supports using Kubernetes, Helm and Prometheus.
As of October 2022, the versions used in Tacker(Zed)'s FT are as follows.
* Kubernetes
  * Server : 1.23
  * Client : 1.25
  * Python Kubernetes Client : 24.2
* Helm
  * helm : 3.5.4
* Prometheus
  * Prometheus : none

Considering these support targets and periods, future support versions are decided and updated.
The above will continue to be updated in Antelope and later versions to maintain compatibility.
