Use tosca-parser and heat-translator

TOSCA Simple NFV Profile support is being added to tosca-parser [1] and heat-translator [2]. Tacker needs to be modified to support using tosca-parser to validate and process the VNFD template. and then use heat-translator to generate the associated Heat template. This blueprint describes the changes required to integrate the tosca-parser and heat-translator tools into Tacker.
