Moving Tacker bugs tracker to storyboard

Since many OpenStack projects have been moving to Storyboard (https://storyboard.openstack.org/#!/page/about) which is an OpenStack project with flexible APIs and a python client, It's reasonable to migrate Tacker's bug tracker to Storyboard. This blueprint shows the plan to do that so we can leverage the advantages of Storyboard:

It requires the Tacker team's agreement to start the migration.
