Tacker Tempest Plugin

Many OpenStack services other than Tacker implement FT using an OpenStack test framework called Tempest. By implementing tests in the form of Tempest-plugin, other OpenStack services can perform IntegrationTests across OpenStack services. For example, when Heat releases its latest version, Tacker can test whether it works with the latest Heat release. Currently, Tacker has not used Tempest-plugin, making it a service whose health is not visible to other OpenStack services. This may lead to OpenStack vendors not including Tacker in their products, and may also make Tacker look unhealthy project.
