Add support for Service Function Chaining management in Tacker

Tacker SFC enables tacker to create and orchestrate Service Function Chains (SFCs) from the VNFs that it already manages. SFC is driven by different providers, including OpenDaylight and the networking-sfc (neutron) project. This spec also defines how traffic should be classified into the chain.
