Constructing VNFFG across Multisite

Current Tacker can manage multiple Openstack sites. it can create VNFFG in only singlesite, but it can't create VNFFG across multisite. Implementing Multisite VNFFG can give tacker more flexibility and resource efficiency because multiple sites can share their VNF resources.
For constructing Multisite VNFFG, tacker needs collect information about VNFs in multiple sites. Specific tunneling protocol is needed for forwarding packets to next sites or port-chaining in networking-sfc driver should be extended to multisite.
