Support VNFM operations interoperating with 3rd-party NFVO

In current Tacker implementation, functions of VNFM and NFVO are tightly coupled. So, Tacker's VNFM couldn't operate with 3rd-party NFVO. We need to support ETSI NFV SOL003 Or-Vnfm specifications and VNF lifecycle operations interoperating with 3rd-party NFVO.
