Support Scale operation for CNF
Tacker provides VNF Lifecycle Management, which is defined in ETSI NFV-SOL
003 v2.6.1 [1], and the scale operation is only supported for OpenStack VIM.
This spec propose the scale operation for Kubernetes VIM by extending the
existing VNF Lifecycle Management Interface.
The scale operation for container based VNF is not completely defined in ETSI
NFV specifications. This spec proposes the scale operation to be the change of
replicas number of Kubernetes resources (i.e. Deployment, StatefulSet, and
ReplicaSet). The steps of scale-out/in is defined with scalingAspect in ETSI
NFV-SOL 001 v2.6.1 [2].
