Support Autoheal Operation with Queue Control
Multiple Autoheal operations from Fault Notifications may be invoked for single VNF instances simultaneously, thus Tacker should support packing or queue control to prevent invoking multiple heal operations to single VNF. This modification aims to implement those operations with packing or queue control.
