Support HOT template to create VNFD

TOSCA template is used to onboard a VNFD into Tacker DB. This TOSCA template is parsed to create a HOT template. VNF is spawned from an onboarded VNFD. This BP is to support HOT template to be supplied directly via CLI/Horizon, stored to Tacker BD and create a VNF from it.
