Generic VIM Support for Tacker

Currently, for any new VM/docker orchestrator/hypervisor platform (Kubernetes, VMWare), we have to build a specific interface to use those as the VIM. It would be great if we implement a generic interface that helps plug the hypervisor into the stack as VIM easily.
