Enhance utils for ExtManaged VL

This blueprint aims at enhancing the utility function for making HOT.
VnfLCM APIv2 has already supported extManagedVL by providing utility function to modify BaseHOT [1]. However, it does not support several case of specifying extManagedVL.

This blueprint aims to support the following cases.
- extManagedVL is specified by OS::Neutron::Net and it's subnet.
- extManagedVL is specified by id of OS::Neutron::Port.
