VNF Clustering Management with Senlin Resource

Tacker already supported VDU auto-scaling function by using Heat auto-scaling group, but Heat is not powerful enough to support cluster related features for VNF. Senlin is a clustering service which can provide not only strong ability for auto-scaling function but also cluster management feature. And this blueprint plans to add Senlin resource into Tacker to enable clustering management feature in Tacker.
