Add python3.8 support

As mentioned in Tested Runtimes for Victoria [1], it is required to support python3.8 which is the default on Ubuntu 20.04. However, we do not have python3.8 in supported versions in Tacker currently. We have py36 and py37 in tox, but not for py38. So, add python 3.8 support in tox before Victoria is released.
