Licensing terms for documentation

In the current fashion, sysres has a slight licensing issue. The code is GPL'ed, but docs have no licensing terms applied to them. I really recommend to license docs under BSD, GPL or CC-BY-SA (but please not GFDL!).

Doesn't Debian have DFSG issues with CC licenses? I think that BSD would be the simplest. --Scott

The API docs are currently outdated--as expected--and the docstring documentation is part of the source files and thus covered under the GPL. I'm thinking that this blueprint should be obsoleted, the current independent API docs deleted, and up-to-date docs generated during the build process using pydoc or some similar tool.--Scott
