Standardize encoding of attack payloads

We should think carefully about how to handle output encoding in Syntribos. Today, we include url-encoded strings, HTML-encoded strings, etc. in our raw lists of payloads, but I personally think we would be *much* better served by having encoders that do that transformation on-the-fly, only when needed.
