Communication between Switchboard and Plugs

Switchboard should provide some GUI elements that are usable from inside the plugs. One example would be the search bar that individual plugs could use, instead of just making it insensitive and useless to the plug. A common "Reset to defaults" button would be nice (more consistency and less redundancy).
These and more widgets could be implemented in Switchboard and made available to the plugs (maybe via D-Bus). Plugs would connect to signals and respond to the action. We could hide the implementation details in Pantheon.
