Improved and configurable logic for handling offline files

SwiftOnHPSS currently only handles offline files in one way, which isn't helpful for most HPSS deployments. We want to have a means of configuring what SwiftOnHPSS will do when it hits an offline file (immediately exit without staging, block for a stage, or schedule a stage asynchronously) and logic for doing all of these things.
