Remove the need for ring files and instead use the metadata volume

GSWauth architecture uses a GlusterFS volume called gsmetadata to save essential swift metadata. This metadata is available to all proxy servers which have access to the volume. This blueprint proposes to remove the need for the ring files, and instead save all metadata in the metadata volume.
