swift-bench separation from swift code base

The Swift code base contains a benchmark tool for the Swift API called swift-bench. The goal is to separate the two code bases so that they can have dependencies that don't interfere with each other, and allow the code bases to evolve at their own pace.
There is a desire to have swift-bench work on as many versions of python as possible, including the Python3 variants. However, until the rest of the swift code base can switch to Python3 (first needs eventlet support of Python3) those changes are not necessary, disruptive and add a suite of dependencies that make it too difficult to manage.
