Optimistic Locking for Swift Objects

Currently, there is no easy way to PUT or DELETE a resource without the possibility of accidentally overwriting another client's changes to the resource. Supporting the If-Match header (see RFC 7232 - https://tools.ietf.org/html/rfc7232#section-3.1) on PUT and DELETE requests would accomplish this goal.
