Geo constrained storage

Geo constrained storage to meet governmental or other security or regulatory requirements. Swifts new policy guide storage support can be used to enforce geo-based storage. User specify storage policy. Storage host nodes are defined to meet geo policies. This assignment could be declarative with a verification aspect, the latter for trusted geo-s using certificates and an attestation service. The geo data could be GPS co-ordinates or a structured string, think json, with country, state, city, street address information. A set of hosts could satisfy a geo-policy of USA while also meet geo-policy USA-Massachusetts and USA-California etc. Currently policies are enforced only in the object ring. This feature for full geo-fencing would need policy enforcement at the account and container rings too, to restrict access to index.
