External Auth Support

The dev auth contained within the Swift codebase is useful for developers and small installations that don't have stringent availability requirements. We should provide an example scalable, highly available auth system for use out-of-the-box or as a starting point to hook into an existing auth system. This blueprint is just for modifying Swift to support an external scalable auth system. The auth system itself is being developed as a separate project: https://launchpad.net/swauth
