domain-level quotas

Currently swift supports quotas at two levels:
* Container
* Account (ie project in keystone terms)
It would be interesting for cloud providers that use swift with keystone to support quotas at the domain level as well in the form of a middleware.
Domain-level quotas would be defined in the swift configuration file, as a middleware option.
