Make swift deployable on an all-IPv6 network

Swift should be deployable on an all-IPv6 network. This mostly involves expanding the ring builder's grammar to support IPv6 literal IPs, fixing URL parsers to support RFC2732 addresses, and making the wsgi code able to use the correct address family when creating ipv6 listen sockets. We also need to test on a newer version of Eventlet.
