Account Auto Create Option

With new auth systems being designed, some would want to actively provision Swift accounts as they do today. But some would like "lazy creation" of accounts as they are first used.
This should be quite easy to accomplish: When an authorized request comes in for an account that does not yet exist, create it if configured to do so (proxy-server.conf account_autocreate = True)
