Allow user to override criterias parameters in request

Right now criterias have parameters 'hardcoded' to the same value for all the users. We need to provide user with ability to override parameters. That will enable users to experiment with existing reports to find better values for parameters. For instance, current parameters of SLA report are not agreed on yet and need to be thought over further.
