Save filter parameters to URL

Let's save all filter parameters (like importance, project, assignee, bug status) to URL instead of cookies. It will allow us to share particular views easily just by copying this URL. Right now this is not possible, you have to send URL and describe what filter parameters need to be set to see the same report.
