Implement new look and feel + change menu navigation

After SLA report is implemented, we need to implement the last bit of its config - the menu section, which could be found here:

After this change, the menus should be listed as follows:
'Deprecated Reports' (list of old reports), 'Release' (HCF Report, SLA Report), 'Triage' (Triage Queue).
Also we are going to change look and feel to make the tool look prettier.
