Need to add the ability to export info about bugs in XML file

We need to add the ability to export all information about bugs for specific project to XML file, after that user will have the ability to use custom fileters for this information to find required information.

for each project, for example, Fuel, on the page with summary report about bugs we need to add the link 'Download bugs data as XML file', which will allow to download XML file with information about all bugs, which assigned to this project.
