Re-implementation of old TUI as a plugin

The text user interface which is used by planetarium systems was removed with the GUI re-design of version 0.10.0. It should be re-implemented as a plugin, with modifications to permit adjustment of new features such as light pollution index, new star scale parameters and so on.
