Count stats on patchset merge time

There are two metrics that show the process of merging patches:
1) how long does it takes to land a patch (from the very first patchset until merge)
2) how many patches are rejected (rejected to approved ratio)
Metrics should be available for all sections: by companies, by modules, by engineers
