Optimize record filtering by start and end date

There are many places in dashboard where records are filtered by date:
* Module contribution report
* Timeline
* Openstack.org members report
* Filters for KPI reports
* Man-day metric
All these requests require iterating over all records. Instead an index should be introduced into memory_storage and records should be filtered by indexes.
