Process list of governance programs

Registered by Ilya Shakhat

List of programs (https://review.openstack.org/#/c/65096/2/reference/programs.yaml) can be used to get correspondence between programs and repos. Based on that info Stackalytics can generate list of module groups, thus partially replace manual configuration in default_data.json.

Also the list may be useful to get PTL user_id and mark such users appropriately.
