WebHEP Integration Testing

To be useful, SPODS can't cause inefficiencies because of bugs. The first round of tests will make sure that SPODS is fully efficient for particle gun and high occupancy events for all physics objects. The second stage is testing that the smearing functions give appropriate resolutions. The final tests check "extra" features such as isolation, b-tagging, and jet quality cuts.
