Obey the IRC RFCs.

http://www.ietf.org/rfc/rfc1459.txt and http://www.ietf.org/rfc/rfc2812.txt are specifications towards the IRC protocol. I propose that by default, we have SpartaX follow them down to the letter, with all RFC breaking appendages removed.
