Sync workflows

Document the currently available cases of sync workflow (preliminar type of derivation) considering things like:
* scope: inter-suites, PPA->Ubuntu, Debian->Ubuntu
* permissions: evaluate the related permission according the scope.
* approval: define a reasonable approval workflow for each case and possibly review-feature (see REVU)
* UI: preferably, a web UI should be provided for each case.
