This specification sets out some changes to the UI and extensions to the permissioning mechanism to allow finer-grained access to various operations, that will allow more people to administrate Soyuz.

The UI operations that we are changing/adding are:
 * Upload queue administration
 * Build administration (mostly retrying builds)
 * Allow overriding of component and pocket in the upload queue
 * Post-publication overrides

A new permission schema is also required to facilitate the new ACLs required.

2008-05-19: All features are available in edge except post-publication overrides (and except upload permissioning because there is no edge for soyuz uploads). I am moving this spec in the direction of "implemented" and open a new bug for post-pub overrides after LP2.0.
2008-04-28: Enhanced queue page available for 1.2.4, although there is no way for MOTU to use it yet
