Move the soter scripts into one soter script that accepts commands

There are beginning to be a rather large amount of scripts (5, currently) with the possibility for more. It makes sense to consolidate these into one script called soter, that accepts commands.
ie.
instead of running:
soter-backup
you'd run:
soter backup
which isn't any harder.
