Report release version in header

Solum should bear an optional "release" string field (defaulted to None) in its root-level config. If that field is not null, Solum should report that value in an additional "X-Solum-Release" header in every response. This way, the deployed Solum engine can report just what version of the code is running.

The actual format and content of the field, be it a git commit or a semantic version or a codename, is entirely up to the deployer of Solum.

This will allow maintainers to better correlate bug reports and problem with specific versions of the code.
