Pluggable generation of HOT templates

As a platform-manager, I want the HOT template generation to be pluggable so that I can customize it based on my local OpenStack setup.
The template generation plugin will be responsible for consuming the Solum application representation, lang-pack manifests and other available information and generating the final HOT template. Example plugins might allow choice between using VMs or containers in the HOT template.
