Combine language packs

As a platform developer, I want to be able to combine/chain language packs to create new top level packs (for example, combine the basic Java pack with the "Setup Tomcat" pack to create a Tomcat container)

Another semi-equivalent user story:

As an end-user developer, I want to be able to specify a combination of language-packs / services that should be used to run my application.

Couple thoughts on this:
* more powerful if the end-user developer can compose services rather than requiring it loaded into the platform first
* but easier for him of course if the platform developer can create patterns for common cases
* possibly the same mechanism could be used for both!
