Distinguish 404 Not Found and empty container in internal_proxy

TODO comment says "we should distinguish between 404 and empty container"
There was TODO comment in internal_proxy like the above.
But we can not pass PEP8 check if code has TODO comment.
So I move this TODO from code and manage here.
