Provide hooks for compilation of ATOM

ATOM is no longer released as part of the Siesta distribution, due to licensing restrictions. Since modern versions use some of the libraries packaged in Siesta (SiestaXC, wxml), it is convenient to allow academic users to simply place a copy of ATOM in the Pseudo subdirectory and compile as in previous versions. The actual ATOM package must also be made available at the Siesta website.

For cleanliness, it has been decided to un-bundle completely ATOM from Siesta. The ATOM package will be made available for academic use from the Siesta webpage. It will use the GridXC and xmlf90 libraries maintained in Launchpad.
